It will be found that the lodgment of the latter in suitable depôts by the charterers of Emigrant Vessel and the maintenance of the Emigrants therein is provided for, and such lodgment for at least three days before departure of the Vessel is made obligatory.
During their maintenance at such depôts, a Medical Officer appointed by the Government will constantly visit the depôts and both before and after embarcation will inspect each Emigrant individually.
Above all, the Medical Officer will be no longer paid by fee, which system no doubt was at the bottom of many irregularities that formerly prevailed, but will receive a fixed salary not exceeding $35,000 per annum, whilst the fees formerly payable to him will be paid into the Treasury.
A power is also given for appointing, with approval of the Governor, a Chinese Doctor for Chinese Emigrants, and if a sufficient salary be paid by the Charterers, I am informed that competent persons may occasionally be found for such posts, so that one or more competent Doctors should accompany each Vessel may be regarded now as a matter quite within the power of the Executive to enforce.

I may here remark that I expect to find a competent medical man at the above salary to discharge the duties both of medical Inspector under the "Order and Cleanliness" Ordinance (No. 7 of this year)
